I have been doing a little research here, and my cruise control quits working when the airbag light goes on and stays lit. I just went to the Dodge.com site and checked for recall information under the owner services tab. Turns out the previous owner never had the recall items repaired. It could be a problem with the control, but I am feeling more like it is clockspring related.
if cruise control and horn aren't working...i bet it's the clock spring..check if there is a recall on it
The repair will depend on what part of the cruise control is broken.

A clockspring controls the air bag, cruise control and the horn. I had mine replaced. On a Grand Caravan Dodge.
It increases the cruise control set speed.

I believe it is under the hood. On the drivers side, you have to remove two screws to access the fuses.
Usually the horn and cruise control go together because of the clock spring. It needs to be replaced and there is a recall for it.

You have to figure out first, is it getting spark? Is it getting fuel? Have you disconnected a spark plug wire and cranked engine? Have you checked fuel pressure? . Start there first and get back. Need more info to help you.
