Egypt was not at war with Israel (in a de facto sense) in 1966. Egypt was at war with Israel de jure because it did not acknowledge its Right to Exist.

Egypt was preparing to invade Israel in late 1966 and early 1967. It is very likely that Egypt would have invaded in late 1967, if Israel did not launch a preventative strike to cripple the Egyptian Air Force, beginning the Six Day War.

Yes, I understand your surprise, I also could not understand why, if Egyptians, as they say, defeated Israel in the Yom Kippur war, didn´t they just go and occupy Israel instead of sending the hysterical urgent telegram to the US and the USSR government, asking them to stop the Israeli offensive, and then signing the Armistice just 100 km from the capital of Egypt, instead of imposing their terms on the "defeated" Jews. The truth is that Egypt did not occupy Israel because Jews defeated Egypt, because Egyptian Third Army was "pocketed", because Egypt did not have any troops left, because Israeli tanks were 100 km from Cairo with no Egyptian troops before them, and the Israeli tanks could cover these 100 km in less than 3 hours. In attempt to save their national pride, Egyptians tell they started the war to get Sinai back, and as they got it back- then it means they won the war. But the truth is that Egypt got Sinai back only in 1982, i.e. 9 years after the Yom Kippur War, and only after Anvar Saddat came to Jerusalem and signed the peace treaty. Of course, if Egypt really won the Yom Kippur war, it would take Sinai back immediately and would not sign any peace treaty. The reaon why he did it was evident: Israel defeated Egypt and Saddat could not hope to get Sinai back without complying to Israel´s terms. And the terms were very simple: Sinai in exchange for peace treaty and leaving Sinai demilitarized area where Egypt could not deploy troops without Israel´s permission.
