We can speculate as follows. Some things that are part of creation are neither good or evil but may be used for good or evil. Alcohol use in moderation seems to be approved in The Bible (there are those who dispute this) and Jesus certainly made good wine at the marriage feast in Cana of Gaililee. However, the Bible also resolutely condemns drunkenness and the abuse of alcohol. We can then conclude that God made alcohol for our pleasure (when used rightly) but we have shown a remarkable tendency over the years to abuse this gift of God.
