The Salvation Army was started by former Methodist lay preacher William Booth, and his wife. Lack of work for lay preachers led him to open-air evangelising on the English streets and Kennington common. In 1851 Booth joined the Wesleyan Reform Union, but when his repeated requests for more time for evangelistic campaigns were refused by his church, he resigned from the ministry and became a full time evangelist. The Salvation Army was born in 1865 as the East London Christian Mission. Not only did Booth preach, but he rallied helpers to offer practical assistance to the underprivileged. In 1878, the organisation became known as the Salvation Army.

Assuming by 'he' you mean William Booth:

Because the other denominations did not help the poor enough, in fact most of them still charged for the best seats. Booth stater the Salvation Army for these people.

The Salvation Army was started in Eastern England by General William Booth. His first church service consisted of homeless people and poor people. Today, thousands of people go to Salvation Army corps, all because William Booth got a message from God, asking him to be the first Christian Minister.
