You don't mean the Leaning Tower of Pisa, do you? The ground wasn't hard enough to keep it level. They tried to shift the weight of the structure as they built it up, but it still leaned. They have just lately stabilized it after the leaning continued to get worse.
The leaning tower is a tower in Europe that is leaning at 3.97 degrees.

The Leaning Tower of Pisa is leaning 3.97 degrees to the Southeast.
correct me if wrong (i havent done alot of research yet) the leaning tower of pisa doesnt have an exact structure. it was built to be straight but proboably had some faults which caused it to start leaning. designers most of thought that the lean was going to be more popular and different than a normal building so they connected wires that held and still holds up the tower today.
the Eiffel tower is not tilting, I think you are confusing it with the leaning Tower of Pisa in Italy.
The word leaning means an inclination or tendency. Leaning can also mean tilting out of a vertical position. Leaning is a very common word in the English language.
