my belief was that some of the preposed amendments to the bill of rights were not solid or sound and had to be reworded to make more sense and understandable to not only congress but to the people themselves. that is why it took so long to approve the bill of rights
If he does not approve, he must return the bill, unsigned, within ten days, excluding Sundays, to the house of the United States Congress in which it originated, while the Congress is in session.
He has ten days to approve it or veto it. If he does nothing, it becomes law unless Congress has adjourned during these ten days. In this latter case, the bill is effectively vetoed , the so-called pocket veto.
Congress can override the President's veto of a bill. They can do so by submitting the bill to both the Senate and the House of Representative for vote and both houses must reach a two-thirds vote in favor of the bill becoming a law.
All senators meet in the Senate's chamber and discuss new bills that have been introduced, they debate on whether to approve the bill (this can be a really long time). They approve bills that are proposed before they go on to congress and the president so it can become a law.

We got the Bill of Rights in 1789 so for 220 years.
The Bill of Rights and the Declaration of Independence are two separate and distinct documents. The Declaration of Independence explains why it had become necessary for the United States of America to declare its independence from England. The Bill of Rights listed a number of things that congress can not do. There is a connection. After the first four long sentences, The Declaration of Independence contains a bill of particulars. Some of the issues in the bill of particulars are in the bill of rights. You can download the entire Declaration and the entire Constitution and compare the bill of particulars with the Constitution.
The Bill of Rights
It could be if each bill of right was taken separately and approved by the senate, congress, president and then approved by 60 percent of the states I believe. Long tough process... Those who believe their guns will be taken away think again.
it took 7 months to write the bill of rights and was added to the constitution to ensure the people that the new nation we call the United States of America would not take away their rights. -cem1223
