Basically because it has very few Natural Resources and wanted to become a modern industrial empire. It felt that the British Empire and the United States were choking off and controlling its ready access to raw materials. pretty much every major world power, pre WWII was trying to build an overseas empire, the imperialist trend of the time period was one of the major long term causes of the war
