General George B. McClellan was opposed to President Lincoln's Emancipation Proclamation. I believe that the AQA does have unchecked power for several reasons. First congress gives it the authority to regulate and monitor the air quality of the country, which this leaves a lot of room for unchecked powers. This tells me that they can control every single type of emission creation. Congress did not just limit them to keep certain types of emissions in check. Also congress gives it the power to impose standards and give out fines for not being compliant.
