In the Old Testament, the term Nabi or Prophet, seems to refer to three different groups of people. One is a person who speaks in the name of God. This person could be male or female. The priests presenting the petitions of the people to God had to be male. God was free to use any person he so chose to present his word to the people. The second refers to a group of people under the direction of such a person. Amos, the prophet, was not a member of the second group. The followers of Elisha were members of the second group. Amos, however, was a member of the first group and he made the priests uncomfortable.
The third group given that term refers to the King's advisors, or his bureaucracy. These people carried out the functions of the government. Of course, they were quite involved in religion. Separation of church and state did not exist. (Western culture worked in a similar way in the past. Our word clerk comes from the word cleric. The priests also did jobs that required reading and writing. In Islam, the clergymen are the judiciary.)
