Merchants were in the unique position of being able to charge whatever they liked for their goods. Diggers (prospectors) were not prepared to travel to the cities for their purchases, as their gold claim could be robbed or invaded during their absence. They would rather pay inflated prices at the local merchant. Also, their needs were frequent - food, new tools, clothing, housing supplies, etc - and it was not worth their while to travel to the cities.
