Because he was an itelligent ruler. When he was trying to get power, he ofter ignored the senate and his rules. But when he got the power he followed the rules from the senate again. I think that people thought that that was good because first he did his work well and after that he began thinking about other stuff again.
He wanted to share power with the senate, and even wanted to restore the republic. The senate and people were grateful for Rome's peace and prosperity that they gave him as much power as he wanted. Hoped that helped!! :)
