The Nuclear power station disaster in Japan caused a nuclear meltdown in several of the reactors and emptied the cooling ponds that were overstuffed with spent fuel rods. This allowed radioactive nuclei to enter the environment outside the damaged power stations both through the air (wind and rain), sea, immediate land and ground water.
To protect people form coming into direct contact with this nuclear pollution (and to keep them safe) people had to be evacuated form the area surrounding the damaged reactors.
While some of the radioactive nuclei released are short lived (eg Iodine), because there was a meltdown, other longer lived isotopes will also have been released and it may be that people are never allowed back into the immediate area and or to access the local groundwater.
