The male adult citizens met fortnightly in assembly where they discussed and voted on issues put to them by the councillors who then implemented the Assembly decisions and directions. We today would call this a direct democracy or a radical democracy.
And it was not Pericles' government - obviously it was the people governing. Pericles was a military leader and had strong political influence through his addresses to the Assembly. But the people decided, and the Council and generals executed their decisions.
He steered it to radical democracy where all policy decisions were made by the male citizens in fortnightly assemblies, with the Council implementing those decisions between meetings. This left him without any formal power so he had to influence the assembly by persuasive argument, which he was very good at.

Pericles was not a democracy. Pericles was a statesman in Athens and was considered today as a general. Pericles did not make Democracy. The people of Greece did.
As the leader of the democratic faction of Athenian politics that swept into power, Pericles did change the democracy in Athens.
