The reason being, is because it was called a mobile before, before it was called a cell phone. The reason people call it a mobile phone is because it is mobile, and it doesn't have the restriction of a certain lengnth of electrical lead. The reason it was changed to cell phone in the USA, is because they run on a cell (battery), not an electrical lead.

No one had a mobile phone, cell towers & satellites (and mobile phones for that matter) were not invented yet. And few households had phone either. There were public telephone boxes everywhere to cater for most people.
Virgin Mobile is owned by Virgin Group owned by Sir Richard Branson. Virgin Mobile cell phones operate of T Mobile cell phone towers. There has been rumors that AT&T is to buy out T Mobile and incorporate it's customers into their network, but I am unsure as to whether or not Virgin Mobile customers would transfer over to Go Phone services.
