The Nazi Germans had already taken over most of Europe. It was imperative the Allied Forces defeat Hitler and the brutal Nazis before they invaded England and the USA. The atrocities of the Nazis had to be stopped. They would murder at the drop of a hat. The Japanese were a problem but they were not the enemy the Nazis were. In Russia alone they annihilated 20 million Russian (or Soviets if you prefer). Therefore it was decided to split out the effort where nearly 3/4ths of the forces and equipment would go to the European Theater. In the Pacific Theater they did manage to defeat the Japanese with less troops and sailors. At the end of the European war they sent men to the Pacific to prepare for the Japanese mainland invasion. That invasion was prevented when the Emperor of Japan came to his senses after the atomic bombing and surrendered.

During World War II, the 'Europe First' strategy of the Allies was the simple commitment to concentrating superior force against Hitlerite Germany before focusing on any all-out effort against Japan in the Pacific Theater. In practical effect, this strategy led to a successful conclusion of the European Theater's conflict early in 1945; however, American forces had even before this time begun successful offensives against Japan that would result in final victory only a few months later.

The Atlantic Charter was a policy that declared the Allies goals for the world once World War II was over. It was World War II itself that caused the creation of this statement.

That did not last as the war went on, and they entered the war on 1917, taking the side of the Allies.
