The phrase refused to fight is very hard on the 150,000 French members of the regular forces and the 20,000 members of the Resistance who lost their lives fighting the Germans. That said, France's political leadership was poor, but please bear in mind that from 1934 onwards France was deeply divided and this weakened the country. (Compare with Spain, where the Fascists plunged the country into civil war and, with foreign help, overthrew the elected government by force).

THey didn't want to fight at first because they wanted to be a neutral country because the president didn't want Us to be involve with other country because of what happened in that worldwar1.

The real reason that the US did not enter combat at the begining of World War 2 was that it was not ready, and therefore could not make any effective contribution.

After the end of World War I, and through the Depression, the number of personnel in the US Military was decimated to the point that what little Army and Navy was left would have been ineffective had we entered early.

Instead, the US began the task of reinstituting the draft, rebuilding the Army and the Navy, and training and equipping them, preparing the US for eventual entry if necessary. In the meantime, the government enlisted US industry to tool up and produce the materials that would be needed by our armed forces when we did enter the war. Also in that same meantime, the US tremendously assisted the Allied forces by providing, all the materials needed to "hold off" the Axis powers until the US could get ready. That included aircraft, tanks, trucks, arms of all types, munitions, cargo ships to deliver it, food, fuel, construction materials, and all kinds of other support materials. Again, the US did not refuse to fight, it simply could not fight during the early stages, and had to prepare first.
