It might depend on what qualifies as a major offensive. A bombing raid took place as early as 26th September 1939 and on March 16, 1940 there was a raid by 32 bombers (2 were lost, one cruiser, HMS Norfolk, was slightly damaged) from: www.onwar.com Another source records a raid by 60 bombers on the 10th April 1940 Even so there were practical limits to what could be done using twin-engine bombers, beyond the escort range of single-engine fighters. From the spring of 1941 onwards the Russian campaign would have made heavy demands on the allocation of bomber units.
