Why did society need numerals
Society needed to develop numerals so they could communicate the number of sheep or other animals or any other number of things. It probably started thousands of years ago.
For exactly the same reasons why we need numerals today.

For the purposes of identifying different weights and measures as well as needing to know the distances of the conquered countries were from Rome.
The Roman numerals were developed because they provided a concise and efficient way to represent numbers for accounting, record-keeping, and other practical purposes in Ancient Rome. The system was suitable for their needs at the time, but it eventually fell out of use with the development of more advanced mathematical systems.
Agriculture. For without that one must be a hunter-gatherer, thus having no time for any other activity than hunting or foraging, certainly not being able to develop a complex society, or the rule of law.

Strong, muscular women in Greek mythology were known as Amazons. They were fierce warriors and had no need for men in their society.
Because The Greek society as a whole spent for seceral decades more than their economy created value.
Arabic numerals need a nought figure to identify positional place value of numbers whereas Roman numerals does not need a nought figure because the positional place value of these numerals are self evident.
