But as is evident, whether or not Pilate's question is sincere, Pilate's immediate concern is with maintaining order. Order at any cost was how Rome stayed in power and this was Pilate's duty. So, to that end, Pilate's first concern was to appease the angry mob and religious leaders (both of which pressure Pilate in all four gospels), even if that means ordering the execution of a man who he strongly believes is innocent.
