It entirely depends on where they were leaving from and where they were going to. There were always push and pull factors, but these were different depending on where Jews were being pushed or pulled. The most common push factor was discrimination, often violent or extremely repressive, and the most common pull factor in other nations was, correspondingly, fewer restrictions and less discrimination.
