While Roger Williams and other founders of Rhode Island believed in complete freedom of worship and separation of church and state, they did not apply their ideas to the political arena. In Providence, only heads of families could vote and bachelors did not have the right of suffrage. As the colony grew, the colonial legislature restricted voting rights to owners of land. The original charter obtained by Williams did give the people the power to govern themselves, but it was an incorporation charter only and did not grant any land to any persons. Also, the legislature prohibited Roman Catholics from voting.

Georgia was not "discovered". After Britain claimed the land of the "New World", people could apply for charters to colonize the new land. The Pilgrims got a charter so they could practice their religion. Virginia got its charter in hopes of turning a profit. Similarly, a lord named James Oglethorpe received a charter from the King to colonize Georgia. He used this colony as a haven for debtors, who according to English law would otherwise be put in prison. Numerous other petty criminals also came. Georgia was allowed to exist primarily as a buffer between the rich and profitable Carolina's.
Charter schools fit in between government run public schools and the private schools. Charter schools are permitted to take public money and have been freed from some of the regulations that apply to public schools.
