The soviets invaded Kabul palace because the country was in total anarchy and they needed to capture the palace to insure that president Amir stayed in office because he wanted to expand communisum which would benifit the Soviets.

That was in Kabul; the rural areas hadn't changed all that much for the previous 1500 years.
