England got a hold of a written document that proved that Germany was trying to get Mexico to go to war with the USA. Germany's attempts to get Mexico to declare war on the USA, as well as Germany's unrestricted submarine warfare (against all ships sailing to Allied Nations), is what finally pushed the USA to declare war on Germany.
2 main reasons. Germany kept sinking ships with Americans on them (such as RMS Lusitania). And Germany plotted with Mexico to conquer parts of US and give land back to Mexico.
