The first attack was not a fake. Northern navy patrol boats did attack the USS Maddox. Some of those patrol boats were even sunk during the engagement. The second attack against the Turner Joy was questionable...possible radar errors and panic amongest the crew. It the US did fake "any" attack, then it's no different than Japan's "incident" at the Marco Polo bridge in Mukden in the 1930s; which resulted in the invasion of China.
