Because they had claimed they wanted to help Cuba gain its independence, and tpo just annext it would have looked bad. Also, they made a referendum to the people about whether they wanted to get annexed and the majority voted "no, not really".

US declaimed any intention of annexing cuba?

During the years before the Civil War, the South tried to have congress annex Cuba as a slave state. In the late 1890s, the movement in the United States to annex Cuba was very strong. This movement helped push America into the Spanish America war of 1898. Spain was a weak European nation at the time, which reassured an American victory. The Cubans wanted freedom from Spain without loosing it to the Americans. Thus, the annexation movement didn't pass congress, because it would involve a longer war with Cuba itself. But the United States did pick up the Phillipine Islands and lessor islands in the Pacific Ocean from Spain after winning the war. There has always been a movement, strong or weak, to annex Cuba to the United States. When the time is right, it might happen.

Why didn't America annex Cuba?

The United States did not annex Cuba for a few reasons. On the surface the official reason was because they did not want to appear to be like an imperialist European power. Although, the US people were also repelled to let Cuba join them due the Latino/Spanish heritage of the state. Also, with the US Civil War still fresh, many were weary about having a state that held a populations that was 1/3 black or mixed. The US still bought Cuba from Spain and exploited Cuba for awhile without annexing the country as an official state with US liberties.
