July 26, 1941 was the day the US placed a complete embargo on all petroleum products and oil sales to Japan, and also froze all Japanese assets in the US. This was in respones to Japan's expansion of their occupation of French Indochina, which the Japanese were doing to try to completely cut off the Chinese from the outside world. The Japanese had been at war with China for four years, since July, 1937.

There had been a partial embargo the previous year, in July 1940, when the US cut off sales of aviation fuel and scrap metal to Japan. The scrap metal was particulary important, as more than 2/3rds of Japanese steel was made from scrap metal acquired from the US. Without steel and oi it is impossibe to have a modern military.
