The worst part was that the Admiral of the Pacific Fleet knew there was problems with the US and the Japanese and he did little to have his men on guard of the fleet and airfields in Oahu, Hawaii. There was coded Japanese messages that went unheeded by the US Naval upper officers. So their belief that Japan would strike elsewhere if the oil embargo was not lifted was a serious, grievous error on the part of the Pentagon and the presidential cabinet.
