Nobody knows the personal reasons why Pope Francis decided to recognize the Palestinian State. He has made it very clear with this and other recent decisions that as Pope, he does not have to explain himself to anyone and will quickly go into a rampage if anyone does question him. The same can be said about his decision to go with the Global Warming crowd when it has yet to be proven beyond a shadow of a doubt that man is to blame. While many admire Francis for his position on humanitarian issues, more conservative Catholics feel he is much too left leaning and is leading the Church into a possible schism over some issues of basic Catholic doctrine. Francis, himself, admits this could occur. Already a number of more conservative cardinals and bishops have either been demoted or muzzled when they questioned some of his decisions or statements. Many others are afraid to speak up or question the pontiff for fear of the same happening to them.

Vatican City has all the rights of a member, with the exception of voting and putting forward candidates. Palestine is merely an observer state and will not become a member state due to the ongoing Israeli-Palestinian Conflict and the fact that Palestine's claimed area is controlled by Israel.
