The old imperial system of maintaining world peace had failed, and the forces of democracy, communism, and fascism were competing for supremacy. After World War 1 the League of Nations was created but it failed to prevent World War 2 because it had little power to enforce its own rules. Although the destruction of Poland by Germany and the USSR in 1939 was the opening event of World War 2, the war might have started for any number of other reasons.
