CAP was created to help during World War 2 to find submarines off the east coast. They also perform search and rescue missions across America from crashed planes to someone getting lost, and they were also the first people to arrive at the sight of 911.
Actually the Civil Air Patrol was the first civilian planes to fly over Ground Zero, New York City, after the collapse of the towers. There were many ground people on scene already. Military aircraft were also flying over The city prior to CAP arrival.
