It might just be the fuse is blown.
they are for night illumination of your license plate. Illegal if they are not working at night.
Be sure the dash illumination dimmer switch is not turned off.
check the fuses for the head lights check the fuses for the head lights
are you sure the lower brake lights your talking about aren't tail lights. That's my guess. Check in the fuse box for a fuse labeled dash, illumination, parking or something to that effect.
Removing a tail light from a 1998 Land Cruiser requires replacing the housing seal and unscrew the mounting hardware from the rear end. When the mounting hardware is remove the tail lights will easily come out.
you should try checking the fuses and replacing the bulbs the fuses for thos lights should only be about a 10 or a 15
Blown fuse or the lights are just blown and need replacing.
Try replacing the turn signal flasher
In a Nissan Sentra I had similar problem. Trouble was the steering column mounted on / off switch for the headlamps. Turns out it is a pretty complex switch and the wiring diagram at the dealer revealed that it was connected to the dash lights and other interior lights. About a $75 gamble to see if I had read the diagram correctly, and, praise the Lord, I had. Replacing that turn signal / Headlights on/off switch deal fixed it immediately.
I imagine that more than likely the problem is going to be easy to fix by replacing the fuse.
Check all you fuses that is a good possibility that's what wrong.
