George Washington hesitated to go to the Constitutional Convention because he was suffering from Rheumatism, he had just lost his brother, he had to manage Mount Vernon, he doubted that the convention was going to accomplish very many things and he thought alot of other men with high stature were going to attend.

The Constitutional Convention in Philadelphia was kept secret from the public to prevent interference. Details were finally released to the public in 1840.

It was the revising the articles of confederation which was the united states' first government after the revolutionary war. The reason the met at Philidalphia was to revise the articles of confederation and make a more centralized government.

Thomas Jefferson had been a diplomat overseas for quite some time (that was where he'd been during the Constitutional Convention), and was very adept at foreign relations. Alexander Hamilton was a financial genius who had once helped to run a shipping company in the West Indies when he was a teenager. Washington was smart, and he knew that both Jefferson and Hamilton were smart men and it would be a good idea to have their advice. Too bad they hated each other, but that is another story.

President Gerald R. Ford (1974-1977) did not want to be President of the US. His aspiration was to be Speaker of the US House of Representatives.
He was a farmer and he did not want to pay any tax because he fought in the revolutionary war to get freedom from the king.
Why did Washington desperately want a Declaration?
To avoid the appearance that he was dictating the terms of the constitution. Washington's word carried more weight than anyone else's, and he didn't want to be seen as a king making up all of the rules himself.
