The compromise that the Framers reached on the issues of the tariffs and slavery were, to lay and collect Taxes, Duties, Imposts, and Excises, also to regulate the Commerce with foreign Nations, and among the several Sates, and with the Indian Tribes. So to agreement with the Southern delegates the Framers from the North agreed to the Southern demands on slavery issue.
