There were three main reasons :

  1. To avoid civilian panic and possibly tie up resources with phony or misidentified balloons.
  2. To keep the Japanese from knowing if any success was achieved.
  3. There was nothing any civilian could do to stop them.

In hindsight, releasing a general warning to the public not to touch any balloons might have saved the only victims of the scheme, but that is no guarantee that they would have gotten the message in that remote area, or even recognized what they found.
