The original inhabitants of Australia had no need to develop agriculture in the European sense, but they did have their own agricultural practices. They did not plant crops because they did not need to - they were skilled at finding all the food they needed in whatever area of Australia they inhabited. They did practise burning regimes, to encourage new growth. The presence of the Europeans put a stop to this, and the loss of these controlled fire regimes has since caused more natural disasters such as bushfires.
