They weren't. Medieval cities were ruled by a monarchy which has a King or Royal Family. You had to be born into Royalty or overthrow the King to be elected.

Medieval emperors had no power, because it was taken away by the shogun. However, they were still considered the highest in the feudal structure because he was considered a God. Without the Emperor there, people would not follow the shogun!

How do castles affect people in Medieval times? then they affected people in a normal way, because they gave people jobs which gave them money which paid their taxes which let the monarchy strive.... The manor's house is apart from everything and the village. They have a big home. The people who owned were those who were at or near the top of the feudal system. For the lord and his family they lived comfortable.
