The Roman Empires would compete with each other politically (e.g., assassinations, espionage, etc), militarily (i.e., their corrupt political structures would cause rebel uprisings and consequent attacks on Roman lands), and socially (e.g., class, religious, and other issues). The east was richer, and therefore more powerful, than the west. For a long time, the east held the west up. But, when barbarian invasions became too strong the east gave up the west, and the barbarians took their chance to gain Roman lands. It seems to me that the best plan would have been to end the expansionism that made Rome so large sooner than even the invasion of Dacia. But, there are many different reasons the civilization fell, such as economic inflation, mass Immigration, and religious tensions (the oncoming prominence of monotheism), which caused the fall of the Roman Empire. Rich people had all the money so they did not have to work so they hired a slave to do the work for them. They became lazy and took money from the empire causing it to decline.
