if you mean turn signals not returning to neutral (turning off automatically) it is called a clock spring and requires the removal of the airbag and some steering components to replace. If I remember right the part was $150 or so. I was told this was a common problem.
This is a matter of the fuse or a bulb.
In the fuse box
If a 1999 Jeep Wrangler dash gauge stops working, check the fuse. The fuse may have blown out and will need replaced.
Try Replacing the Blubs since the Fuse is Fine
I'll check for a blown fuse(fuse relay box), ground problem, and your bulb.
Flasher and fuse
The turn signals are not fused front and/or rear. If the rear are not working you need to check for power and grounds for the lights.
if turn signals are working , and brake lights not working, i would replace the stop light switch on the brake pedal

i fnone of the turn signals work, the first placeto look is the flasher can. this is a clyander usually located in or near the fuse box. there are 2 of these.1 is for turn signals, other is for 4 way flashers
