The communist government of Cuba, under the long rule of Fidel Castro, was always an ally of the Soviet Union, until the Soviet Union came to an end in 1990. During the Cold War, the US and the USSR were enemies, who fought in various ways short of nuclear war, for global domination. Therefore, since there were Cubans who opposed Castro, it seemed logical for the US to support them, in the hope that Castro would be overthrown and a new government, which would be more friendly to the US, would be established.
