Because... Russia never boasted their military power, but everyone knew they had it and still have it. They still call them the sleeping bear because it would be very, very unwise for a country to screw with a country like Russia. Russia in WWII was not ready for war, but they had the means to militarize the entire country, and they did.
In Europe and many other places, they are named 'Brown Bears' however, in the U.S and other countries call it the 'Grizzly Bear' as they have grizzled fur.
A baby bear is called a cub. Bears are mostly found in South America, North America, Europe and Asia.
