In Britain, a proposed bill does not become law if it is voted down in the House of Parliament. A bill that fails to acquire from Members of Parliament enough votes is unlikely to be put on the Statute Books and become law.

They're voted on to establish whether they should be put before the House of Lords for approval. After debate, the bill can be sent back to the House of Commons for amendment if necessary. If the bill is approved by the House of Lords - it's sent to the Palace for Royal Approval - which enacts it into law.
