Unfortunately, Dr. Mario was not included in Brawl probably because he is very similar to Mario in practically every way. The developers likely decided not to put time into programming him in and instead worked on other, more unique characters.

∙ 15y agoBecause Dr. Mario was the same as Mario, and they didn't want too many Copies in SSBB, that's why they took Dr. Mario, Young Link, and Pichu out of Brawl
