I would think writing the Declaration of Independence would be enough but buying enough land to double the size of the country via the Louisiana Purchase would have to seal the deal.

I think one would say Thomas Jefferson who negotiated the Louisiana Purchase from France.
He was Secretary of State at the time. He was in favor of making the purchase, but I do not think he had any part in the negotiations.

I just read about this a week ago and I can't remember for sure but I think Lewis and Clark were sent to explore, and make trails in the area that was purchased in the Louisiana purchase. So I think Lewis and Clark came second.

The US bought land from France (the Louisiana Purchase) and bought Alaska from Russia. We purchased the Virgin Islands from Denmark and the Gadsden Purchase from Mexico. The purchase of Manhattan Island from the Indians happened before there was a United States.
