In 1993 Somalia was at war with American forces who were supported by unisom ii(united nations operation in Somalia ii) against somali militia loyal to warlord mohamed farah aided with support by armed civilian fighters.
It was a United Nations-led mission in Somalia. The warlords were clearly unhappy with the UN forces intervening to stop their genocide and corruption, so they fought back.
The US mission in Somalia wasn't affiliated with the food relief mission - that was the jurisdiction of the United Nations. US troops did participate in the UN mission, but Task Force Ranger was there on separate authority, and was not part of the relief mission.
