Because it was - wherever possible - even-handed. Wilson foresaw that a peace treaty that would only be out to 'punish' defeated Germany would cause great problems later on. And history proved Wilson right. Wilson however quickly discovered that England and France were out for revenge only. And these two countries held the moral high ground that it was they who had suffered the loss of hundreds of thousands of men and (in the case of France) who had suffered the immense ravaging of its country, and who had borne most of the war expenses on the Allied side.
Outnumbered two to one and knowing that his country and politicians wanted out of further involvement in European affairs anyway, Wilson quickly left the handling of the peace negotiations to a representative which further diminished the USA's chances of ever getting its Fourteen Points accepted.
The Fourteen Points was a plan in order to create a just and lasting peace, therefore, that was the goal of the Fourteen Points.
