Working people and their labour unions.
The 'working week' originally didn't exist. People worked seven days continuously. Religion brought in the 'day of rest' - and the idea of also having saturday off was an agreement between factory owners and their workers. The agreement was they could have the extra day - in return for being sober and ready for work on Monday !
Labor leaders and organizations had the power to demand it.
After working five days in a week time you get two day offs in that week. After working five working days in a week a worker is in titled to get two working daysas a day off.
The adoption of the five-day workweek is typically attributed to labor unions advocating for improved working conditions and the Fair Labor Standards Act of 1938, which established the 40-hour workweek. The change aimed to provide workers with more time for rest, leisure, and family life, contributing to better work-life balance and overall well-being.
Person hours, formerly known as man hours, are units of the amount of manpower (personpower?) needed to complete a task. It is the product of the number of workers times the number of hours they need to work. Because time and people are multiplied together, if you double the number of workers, you cut the required time in half, and if you divide the number of workers by two, you double the amount of time required (assuming in both cases that the person hours of the job remain constant). Since the problem states "... over five working days...", I wouldn't shorten it to 2 or 4 as you suggested. 16 ÷ 5 = 3.2, so I would say either two people working 1.6 hours per day for five days or four people working 0.8 hours (48 minutes) per day for five days.

When Labor Day was first celebrated in the late 19th century, working conditions in the United States were often harsh. Many workers faced long hours, low wages, and dangerous conditions. Child labor was also prevalent, with children as young as five or six working in factories and mines. Overall, the working conditions were exploitative and led to widespread calls for labor rights and improved worker protections.

People honor workers and their contributions to society. The holiday was originally celebrated as a day of rest for unions.
