People answer questions based on personal experience and knowledge, and when someone sees a specific question. Supervisors are constantly working to provide answers to unanswered questions.

Easy. You go to an unanswered question and right under the question where you're supposed to find the answer it will give you these options: Answer Question, Email Question, etc. So just click on the big orange button titled: "Answer Question" and eventually you will be able to write the answer in the box it gives you below. There are questions that have not been answered here just like your question that has not been answered until now, by me. If you look up a question that you do not have the answer to on this website, and it has been answered, underneath it is usually a little section titled Can you Answer These Questions? And that section will have several links under it that go to questions you can answer. The alternative is that the question you have asked does not have an answer, in which case the website will ask you Is your question One of These? Underneath that will be another list of links. On that list there are usually a few unanswered questions which have the word Unanswered written after them in light grey. I hope this has helped! :)
