The right to vote was often tied (either implicitly or explicitly) to military service. Since women did not fight in the Athenian army or sail in the Athenian navy, they were not granted the right to participate in voting. It was only towards the end of the 1800s and the beginning of the 1900s that female suffrage was divorced from a military fighting requirement.
Women were sometimes too busy with housework to participate in voting. Thus, the assembly said women would not be allowed citizenship due to irresponsibility.
