If you read any book on pre-World War II American history, you will see that in 1938-1939 he started to strengthen the US military, namely the Navy and Army. I'm not implying that he wanted Pearl Harbor to happen but it did provide the necessary justification to get Congress to declare war on Japan. There also was a chance that had Pearl Harbor not happened the declaration of war may not have passed.
