When the colonies federated to become States of the Commonwealth of Australia in 1901, Canberra did not exist. It took several years for Parliament to agree to the site for Austrlia's national capital. Land was ceded by New South Wales for what would later become the Australian Capital Territory in 1909, and the foundations fore city were dug in 1913. Meanwhile, Parliament had to sit in Melbourne, because that was the only city with a venue large enough to house all the parliamentarians, as well as invited guests for the very first sitting.
